Imrecon has developed a range of tools and methodologies for diagnosing incentive regimes, from relatively quick analysis of specific mechanisms to whole-regime simulations.

Experience of codifying the dynamics of regimes and modelling policy forms a basis for exploring and developing regulatory policy options. 

Imrecon has developed and pioneered policy simulation tools suitable for Impact Assessments (IAs).

IAs are now an embedded feature of policy-making in much of the world and acknowledged as a key policy tool by regulatory reform programmes in bodies such as the EU and OECD.

Ian Rowson realised early in his work with regulators that:

• like risk, incentives are about what happens when outturns are different from expectations
• analysing incentives requires analysing the effects of uncertain outturns
• the techniques of risk analysis add new depth to the assessment of incentive policy
