Consultation with affected parties is an integral and necessary part of any material policy making. However, the issues in economic regulation can become quite arcane which means economic regulators can face significant communication challenges. A policy team that has spent months or years thinking about a problem, often developing new concepts and becoming familiar with their own shorthand ways of communicating with each other, needs to find the language to meaningfully inform others. Without it, however good the policy team's thinking is, policy is inadequately informed, it is inadequately communicated to those whose behaviour it is intended to influence and the credibility of it being maintained for the longer term continuity is undermined.
